I recently udated the help:upload limits wiki to reflect the newer changes made to the website (ported from Danbooru). As a security measure, new users now "start out with 5 upload slots for the first hour of uploading." After that, it increases to 15 slots like it has always been
This is to fend off spam and off-topic uploads, enacted only after months of siege by several demented users vandalizing Danbooru&AIBooru. It will not affect much any new well-meaning users that intend to stay and improve the site. 3h later at the time of writing this, your limit has risen to 15
