When a character's eyebrows can be seen even when their bangs would otherwise obscure them.

Although this is not realistic, this is often used when an artist wants to show the character's expression and the eyebrows are a vital part of that expression. If they are actually hidden behind some thick hair, the expression might not come across to the viewer.
