Use one of the following instead:

• eating panties - where a character brings panties to their face, as if to put them in their mouth
• licking panties - where a character brings panties to their face, as if to lick them
• panty gag - where panties are brought to a character's face, as to gag them
• panty mask - where a character wears panties on their face, as if it were a mask.
• smelling underwear - where a character brings panties to their face, as if to smell them
