"能代" - Named after the Noshiro River.
Second of the Agano-class light cruisers in Kantai Collection.

Personality
She has an earnest and fairly trusting attitude, and acts deferential to her older sister, Agano, which stands in stark contrast to Agano's teasing and sexual harassment. Noshiro doesn't particularly fight back, so she's unusual in being one of the few light cruisers who are frequent targets of canon sexual harassment.
Appearance
Noshiro has brown hair with swept bangs in twin braids, and blue or green eyes (depends on the artist). Like her sisters, she wears a sleeveless serafuku that exposes her midriff with a red pleated skirt. She wears a necktie, white gloves, belt, and has uneven legwear where the left leg has a thighhigh stocking on a garter strap.
Her combat gear includes a bridge, smokestack, and mast worn in a backpack-like arrangement, with two swing arms carrying twin cannons on three turrets controlled by joysticks on their side. She has another turret on her right ankle, and a flight deck on her left leg, and wears armored boots.
Noshiro Kai Ni
She was the first of the her class to be given a second remodel on February 6, 2021. In this form, she switches to a new serafuku consisting of a black pleated skirt, a black dress shirt worn under a long-sleeved sailor shirt with a black sailor collar, and a black stylized necktie. She now also wears a pair of black thighhighs held by garter straps. She now goes gloveless as well.
History
The real-life Noshiro was commissioned in 1943 to replace Jintsuu as flagship of the Second Destroyer Squadron, lost in Kolombangara. She was later sunk by US carrier airstrikes in the day following the main battle of Leyte Gulf.
