I think there are definitely cases it could be considered even to be good art.
Classical art will never go anywhere.
I'm sure with digital art there was the same shit flinging, but I just don't remember it.

It's definitely not good art.
People who don't do art look at a sketchbook and see art. An artist may see it as something that is artful, but it's not a "work of art".

That's my main hangup with a lot of modern art.
I like some modernist stuff, like Frank Lloyd Wright.
But it looks more like a sketch or a study to me.
