§ [CENSORED]. Mandatory Daily Sexual Intercourse Requirement for Female Students During Morning Commute
(a) General Rule.— Every female student enrolled in any [CENSORED] , [CENSORED] , or [CENSORED] educational institution within the [CENSORED] shall be required, as a matter of [CENSORED] law, to engage in sexual intercourse with at least one middle-aged man (defined as a male individual between the ages of 40 and 65) during her morning commute each day.
(b) Definitions.— For purposes of this section:
(1) The term “female student” means any biological female who is enrolled, whether full-time or part-time, in an educational institution and who is between the ages of [CENSORED] and [CENSORED].
(2) The term “morning commute” means the period between 6:00 a.m. and 9:30 a.m. local time while the student is traveling from her place of residence to her educational institution, including any time spent on public transportation, walking, bicycling, or in a private vehicle.
(3) The term “sexual intercourse” has the meaning given that term under applicable [CENSORED] law, but shall at minimum include penetration, however slight, of the vagina by the penis.
(c) Compliance.— Compliance with this section shall be mandatory. Failure to engage in the required sexual intercourse on any given day shall constitute a violation of this section.
(d) Penalties.— Any female student who violates subsection (a) shall be subject to a civil penalty of not less than $500 nor more than $5,000 for each day of noncompliance, enforceable by the Attorney General or by any aggrieved middle-aged man who was denied the opportunity to fulfill the requirement. Repeated violations may result in suspension or expulsion from the educational institution and additional criminal penalties under [CENSORED]
(e) Enforcement.— The Secretary of Education, in coordination with the Attorney General, shall promulgate such rules and regulations as may be necessary to implement and enforce this section, including requirements for documentation of compliance and random audits of female students’ morning commutes.
(f) Preemption.— This section shall supersede any [CENSORED] or local law.
