To implement it takes the full-time effort of professionals, like those in the Lunari Empire's Ministry of Foreign Affairs (formerly the Ministry of External Affairs). One such professional is Yun, the heir to an aristocratic family of diplomats brought up from a young age for the foreign service; though she herself is not intended to be an expatriate, she will follow them in her role as deputy ambassador in the empire's ambassadorial mission in Minato City, Tokyo.
